Overview of the Training
The introduction of the Adoption and Safe Families Act (ASFA) has fundamentally changed how child welfare programs will need to be managed. Essentially, ASFA is asking you, as a manager, to achieve more specific results in shorter periods of time while keeping child safety paramount. As a manager of field operations this translates into greater effectiveness and efficiency of program operations and service interventions.
This training is set up to assist you in meeting the ASFA challenge of managing programs and supervising staff to achieve these results for children and families within this new policy context.
This training is organized into three interrelated content sections.
1. Policy Context for Child Welfare Practice
This section is focused on understanding the policy context of child welfare and its practice implications. After offering a brief historical overview, this section hits the high points of ASFA, MEPA, and the Child and Family Services Review (CFSR) from the perspective of managing field operations. 2. Managing for Results and Using Data to Inform Program Improvement
Results-Oriented Managers create results oriented organizations that produce superior outcomes for children and families. This section provides information on outcome measurement in child welfare, and provides practical approaches to the three major factors that affect the usage of data:

3. Best and promising practices for results:
In this section we present research findings on factors associated with achieving each of the six CFSR aggregate outcome measures. As managers develop strategies to improve outcomes, the research literature we present can provide clues on where to focus improvement efforts. This information is presented in easy to use tables organized by outcome. Within each outcome, the research is rated by its strength of evidence (high, medium or low) and grouped under the following categories: child and family factors; service factors; organizational factors, and community factors. We also offer ideas on possible steps to take to improve performance as well tell you about some promising program models. This is called our Evidence Based Practice Web-tool. We start this section of the training by presenting a framework for child welfare practice. Then each module focuses on individual outcomes. The modules not only present the research, but also offer practical examples of how to apply the research to improve program performance.
